There are many products that can be used for this, starting at 40 and going through the roof.
The more you spend, the more powerful of a tool you get. Not all of the tools are stand alone solutions, meaning they would need to be integrated into another application.
Streets and Trips and like applications can do routing and the like, and the maps can be saved. Prices are 40 and 125- the 125 includes a GPS unit for realtime display. S & T generally is updated annualy
I use MapPoint, which is a business version of S&T that allows integration and more data options. I have integrated MS Mappoint into an Access database, and that database contains all of my local addresses, hazmat information, and gps tracking. MP currently retails ~300, and is updated every other year at this time.
See my post in this thread: Does your company have a mapping program

I have Microsoft Streets and Trips 2006 and had 2005. I use them on my laptop with the GPS antenna. The program works well for finding locations and plotting a route. I have also saved various maps that include a personal map, and a FD map that includes water points, hazmat locations, district lines, and un-listed fire roads (that now show up, after running them with the GPS once).
I got 2005 at BestBuy durring the 2004 holidays for about $80 with the GPS antenna, and upgraded to 2006 for about $18 (after rebate) at BestBuy during the 2005 holidays.
I would recomend this software to anyone, but make sure you also get the GPS antenna if you plan on using it on the move like I do. Just make sure you put the antenna in a place it has a clear view of the sky, otherwise it will not work well. As you can see, I put mine on the dash with a very small piece of velcro (see the small clear item with the black cord on the dash just behind the dash light).
