I have done several similar quickie cig plug installs for the movie cars I have set up, the best part about those cars is generally you don't need a siren, most often the siren sounds are dubbed in later.
my main concern would be the speaker mounting , the speaker is heavy and as we know its hard enough to mout a speaker under the hood, let alone have something that you could "C" clamp it to.
We have these kits on our department and they work pretty well. We replaced the c clamp and made the speaker a magnetic mount. We normally use them in suburban when traveling. It does a decent job for rental vehicle when traveling. Suitcase remains in back of car with enough wire to run control head to driver compartment.

Years back like in the mid 80's Lund Industries made up something like that with their SFGH siren system.I was mounted in a hard case like a tech tool case. In it It was a Atlas D-60 and a whelen responder the amp and control head. The hook up cable had T-taps for the headlights and HD battery connections and a fuse tap for ign. These were designed for the FBI who were using alot of rental cars at the time for some serious investigation on the east coast.
We still have one on the shelf to put in the museum.

Lund and Alerte had some similar systems, but I thought they were using a 30 watt siren.
I shared a concept paper of this idea with our Whelen rep over ten years ago, using a frame or bumper clamps that would be mounted on the front license plate, clipping a radio remote-controlled speaker to the battery with two 4" by 4" warning lights for the front, then using a dash mount or roof mounted mag-mount beacon. (The plastic speakers reduced the weight enough to make it feasible.)
But because specific vehicles need to be designated in most states and localities, the primary users might be federal agencies. (As noted FBI, secret service. And now, Homeland Security)
Looks like a Code 3 Bug-Out bag!
This is something that we could definatly used at our deployed locations where the majority of the fleet is locally leased vehicles. Might have to show this to the S-4...
