i have done installs with flashing the fog lights as well but its not very effective much prefer a strobe or vertex in the fog 3 times more effective but when money has a big factor in the install its the way to go but have it on a X pattern imho

that would require re-wiring all the lights. all i did was tap into the common highbeam wire with one of the outputs to the wigwag pack. as long as my driving lights are on they will alt automatically with the highbeams. neither driving light will work when the high beams are on, so to do a crisscross would require separating each light from each other light then coming up with a way to get them to turn on and off with the factory switches for normal use.

the idea was to keep it simple. basically i was running regular alt. wigwags and when i forgot to turn off my driving lights they pulsed with the highbeams (every time the outputs on the wigwag kicked on, the relay would shut off the driving lights. i just disconnected one of the wigwag leads and reconnected the highbeams together and viola. more of an experiment just to kinda see. haven't run it to a call yet but hopefully soon.

if i were to do the crisscross i would probably put SOS hideaways in all 4 and sync them together. which eventually i might do (if i can squeeze one into each driving light).

i've been contemplating putting strobes in my headlights for a while as well. i have a whelen CS240 as well as a 2 outlet pre-emption pack and "techically" i could run that with my flashing white headlight permit legally. they would just alternate at a pattern/rate that would change all equipped traffic lights.
