I have an opportunity to purchase a used spot from a 2014 Ford PIU...would the shaft be the correct length for a 2012 Silverado, without A-Pillar air bags?

No. The 2014 Ford Interceptor Utility (Explorer) uses a custom fit spotlight. The length, adjustment, park position and bushing that mounts the light into the bracket would all be wrong. Also the lights are sided so driver side light and passenger side light are different.
But depending on how a good a deal you are getting on the used light, you can switch out the shaft to make it work.
2012 Silverado has two different mounting locations: Door (through the door frame) and inside post (the bracket mounts inside on the vehicle instead of on the outside, goes through the A pillar but requires a notch in the door) Door is the easier install but the light moves when the door opens and closes, depending on your intended use that may or may not matter. Police tend to prefer inside post mount but the install is bit harder. For other readers of this post if your vehicle does have the air curtains, door mount is not recommended.
For Door mount replacement shaft would be 3615-GM-63. You would need either a 254 installation kit for driver side or 254RH installation kit for passenger side.
For inside post the lights are custom fit and sided. For driver side you would need a 3615-CL-21 shaft mounted with a 257 installation kit. For passenger side shaft would be a 3615-CL-22 mounted with a 257RH installation kit.
