Eerrr.. hang on there. Lets get technical.. Look at population density, not population per country. England is tiny compared to the US.

Thus, with more people crowded into a smaller area VS the US (almost double the density as US has)... There should be more accidents. I've been to England, they do have rather extensive and excellent driver training for Emergency Vehicle Operators compared to anything I have heard or seen offered in North America. Their paramedic training is known world wide..
And the cars do move quickly- very quickly. And just to throw you into more of a loop- England uses MILES to measure speed.
