Horn ring for tones

On sirens with the hands free function to change tones can the air horn tone be activated when the siren is running? I've only ever used the set up a few times when our local ambulance crew had a critical patient and needed a ff to drive. Their ambos have carson sirens but the horn ring i could only change tones. To use the horn tone i had to use the button on the controller. Seems to defeat the purpose of the hands free idea. Unless it was set up wrong.

The horn ring, at least as it's set up on the Whelen systems we have is you put the dial to "HF" (hands free) and then pressing the horn will cycle through three preset tones and a double tap will turn it off.

What model is it? Some newer Carson sirens will produce airhorn when you press and hold the horn ring while using horn ring cycle mode. I believe this is what Carson calls "HRC2," as opposed to the original HRC.
