Wecan Liberty issue IO board

So after the air intake heater on my diesel shorted out and boiled a battery, it killed several of my emergency electronics, one of which was my Wecan Liberty lightbar. After I changed the fuse on the power lead feeding the bar it now comes on steady, no fuses on the IO board blew. Some light heads no longer work at all and some have one or two leds out now, and some are fine.
My troubleshooting has lead to the IO board having something wrong, and it is letting voltage pass to all outputs, without any wecan signal. Does anyone know what on the board would do this, how to find which piece? Possibly a circut diagram of the IO board?
It hurts at the prices everyone seems to want for this IO board. If I can just have a diode or cap replaced I'd rather do that.

Also any ideas on fixing the dead lightheads or dead individual leds?
