I am considering using Whelen Dashmaster Strobe II on the back of my e-bike.

My questions are:

-Would that be too much on the back of a bike?

-I understand that the Whelen Dashmaster Strobe II is not water-resistant, since it was designed as an interior light. Assuming that is true, could I water-proof it now? If so, how?

???
Case is so open to water, the only reasonable way , IMHO, is put in a ziplock bag.
That is good to know. In that case, I just won't even bother with it, then.

Would you happen to know of any others, that are water-resistant, that might be suitable for the back of an e-bike? If I could snag something used, that might be the best for me.
