Anyone want Tomar cake

I found this industrial strobe on ebay, at first I though maybe it was for dust but it is open on the bottom. I'm sure there is an industry specific reason. It looks like someone used their parent's cake dish.

Maybe physical protection (i.e. for its own security)? looks like tamper-resistant screws holding the outer lens on and mounting screws underneath that operating from the inside.

Cool fixture all together!

If so, does it have a "cruise" light in it. I have 2 Federal ones that have a fluorescent tube, compact type, inside with a strobe tube on separate circuits. They seem to serve the same purpose as shown in the pictures.
