9M4S pair selector issue

Just wondering if anyone has run into this issue. I have two 9M4S power supplies, both with the same issue. They are cir. 2006 and have the newer waterproof board mount i/o connectors (no pigtails) I am unable to select either pair of strobes separately. Both pairs will power up at the same time. I apply 12v to the blue wire and all four strobes light. This also happens when I put 12v to the green wire. I thought it was a controller board issue, so I pulled the green wire from the power supply connector and then put 12v to the blue wire with the same results. I measured the voltage on the green wire still connected to the controller board and had no voltage (wire still removed from the connector). I measured the green wire port on the power supply and had +7.5Vdc. any thoughts?
