Beacon Ray 176 Gear/Shaft Question

Hello. I am reworking a Fed B R 176 4 sealed beam light. I have it dismantled somewhat except the shaft. Underneath the base where the motor and gears are located, on the shaft, there is a round piece (#1) on the shaft, which is in touch with a spring bushing (solid brush) held in place by another similar round piece (2) with 2 set screws. Should the round piece #1 be touching the base (see pic) when secured or not? Any info would be appreciated. Thank you.20210418_203207.jpg

It is the same on all of the beacon rays. When the light is upright there is actually a slight gap. There is a little play if you move the shaft up and down
