His arrest/driving record notwithstanding, does Illinois Vehicle Law really say exactly what's cited in the article?

That was the 8 year old prior, not the current inquiry.
So far as I can tell he wasn't caught using the equipment.

but he had the equipment which according to the article is against Illinois law. Also it doesnt say he was arrested for it just put on desk duty while they investigate

But it's ok because "police cars 'looked cool'" and if a cop can't have a cool car, who can? Seriously, whoever did his background messed up if they didn't catch the 2007 by the very department he was applying to. This shows he's not the right guy for the job.
