Are the cylindrical filters found in the PSE 420 mini lightbar the same as those found in the MX7000 or Excaliber lightbars? In other words, are they interchangeable?

In that bar yes. The rotors in your bar are known as the freeform style which I've seen used in MX7K bars as well as factory modified XL5K bars. I currently have 420 bar that has your same rotors.

So long as the rotators are of the same style then yes..
The MX7K had several rotator styles over the years.

Yup yup.

You do need a special piece to mount the cylindrical filters in an excalibur, i was looking for a couple for an excalibur i have but gave up looking.
