This whole situation is a great example of the concept of "communicate first". Contact the seller before you file a paypal dispute, before you post feedback and before you seek other remedies. In this case especially. A quick look at Phoenix Rising's account would show you he is easy to contact and a pretty regular user here. A pm or email would probably solve any issue you have with a transaction. But when you file paypal disputes first the whole process is held up because you take away the ability for the seller to make it right on their own because they have a pending full charge-back via paypal. I'm not trying to scold or disparage the other party here, I think that we can learn from almost all "less than ideal" situations; this being a good example.
