Picked this up for $20.00. Always wanted one. It’s in rough shape. Motor is locked. Is there a way to soak the motor in something to get it spinning. Thanks

Don't soak it, you can cause more harm than good. It will need to be taken apart and cleaned out good. Is that water running out of it in the picture?

Not water. Siren was dry. I sprayed some liquid wrench on some areas but not the motor. I will try and take the motor apart. Inside the motor cover was a pile of dried rust

So from what I hear the chopper is seized, you can try lubricants/penetrating oils such as WD-40, or PB Blaster to try get it free, but the best course of action is to fully disassemble the siren, fix it while it's apart, and then reassemble it.
