Federal Signal Voltage Regulated Rotator - Federal Signal rotator with voltage regulator circuit board

This is a used rotator from a Federal Signal Streethawk lightbar. It has an attached circuit board I am told is designed to regulate the voltage to the rotator. The purpose of regulating the voltage is to be able to vary the rotator’s speed / RPM’s. There is no bulb in the rotator. When I put power to the unit the motor spins but the rotator does not because the sprocket that contacts the motor is missing some teeth and needs to be replaced (see pictures). I am unable to test it any...

Check with member ERIC6913. He has a working one on a beacon and could tell you more about it than I can.

The 7806CT is indeed a voltage regulator. It takes an input of between 8 and 21 volts and outputs 6 volts. There's a datasheet here: https://www.mouser.com/datasheet/2/258/MC7806CT(TO-220)-1626257.pdf

Supplying this rotator with a voltage lower than 12 volts (nominal) would generate flashes of reduced intensity, but at a nearly constant rate of flashes per minute. Could this have been intended to function as a rudimentary "low power" mode?
