Support File center database?

Would it be possible/feasible to add a "file database"? Somewhere that members could submit PDFs they have of manuals for lightbars, flashers, sirens,etc? I know a lot of folks have some hard to find literature (like Nate and Alec for 911ep stuff) that would be an asset to all. I know we have the official "literature thread" but it is not very friendly to scroll through everything. It would be much easier to have an area where I could for example click: Federal Signal > Lightbars > Streethawk then find the schematics that are available.

I think it would be best to have it moderated so someone would submit what they have to staff and the staff member would review it and properly place it in the database or disregard it if the site had it already.
