FS 650 siren issue?

I recently have gotten a FS 650 series siren. I was testing it and everything worked great except for the tone button. When I press the tone button nothing happens? The man button and AH button work. When the code 3 button is pressed I get the wail tone, but cannot get it with the tone button. Is there something I am doing wrong or can it be fixed?

So after some reading you supplied, the button only turns off the wail activation.

I thought that seemed like a strange design when I read it, honestly. Does the horn ring circuit function as expected?
