"Funny" Federal Solaris circuit boards?

Recently I was re-doing a Raydian bar & switching from Cuda LEDs to Solaris.


All of the Cudas worked fine when they were removed (& had the same plugs on the circuit boards) & upon installing some of the Solaris modules (some were even new in the packages), a few of them would stay lit with just the large black & red wires from the bar hooked up. & when a flash pattern was powered on, they wouldn't flash like the other modules.


I had 4 or 5 that did this & upon switching circuit boards, they worked like they should.


I'm just wondering WHY some of them (& especially new ones) did this?
