help needed with whelen dash master II

I recently bought a vintage whelen/galls dash master II from a friend who had it wired into a strobe pack. The plastic connector for the strobe wire broke and I decided I would wire it back up to a cigarette plug. When I took it apart, there was a black, red, and blue wire that came out of the plug. I know the red and black, but does anyone know what this blue wire is? When I attached the light to power, it would not come on. Could use some advice.

As long as you have both tubes connected to the internal power supply, the black and white should do it. Maybe power supply failure is why it was connected to an external supply to begin with.
Make sure you do not reverse polarity, or you're done.

The blue wire, when connected to +12v DC, cuts off one of the internal power supply's two outputs. This could have been used, for instance, to shut off the strobe with the clear lens on a dual Dash Master that has red and clear lenses when the vehicle was shifted into park.
