Contemplating tack/spot welding a few brackets, nuts and bolts to the vehicle floorpan, any considerations re: factory & upfitted electronics?

disconnect the battery positive and allow time for electronics to "drain" then remove the negative. aftermarket electronics should be ok. id suggest consulting your vehicles dealer just to be safe.
