Insufficient privileges - Not a site issue, functioning as intended

I was reading some threads and it says insufficient privileges can not respond “ what does that exactly mean ? Just curious

It’s under sold/found there old threads. I was just curious what the meaning was

It is because they are locked threads so you can't comment and bump them.
