Interesting findings testing lighthead (from tomar blade)

I recently picked up some Tomar Blades and parts. I have a bunch of TD segments and tested them all. While testing I was curious as to what voltage and amperage they run. (Any prediction before reading further? A single head runs 3 LED diodes, round bubble button type found in 911ep Millennium and some Whelen liberties)

I tested the voltage in series with the meter (where the light does not illuminate) and got 41.8 volts. Amp draw with light on was .97 and voltage in parallel with light illuminated was 11.2.

Why would it be 41 volts? I presume it drops very quickly but the light must get a rapid burst of over voltage. I used a spare control board to test lightheads out of the bar. Let some run for a while so I presume it is functioning normally.
