Whelen Smart Arrow Messenger program would not install on my Windows 10 machine: "This app can't run on your computer."
According to the Whelen website: "Compatible: Windown 98 & XP. Non-compatible: Windows 7, 8 & 10."
The same for BetaBrite Prism. I assume this might be true for a new SC Programmer install; the need for a 98 or XP computer is mentioned in the BLink/Serial thread.
I tried many things; it would not install off the Internet downloads or the disks (the programs are from 1999 and 2000).
I found my solution here:
WineVDM is the essential program, and it installs and opens the 16 bit programs in itself. Many people use it for old games and retro Windows NT functions.
Messenger program can be used to select and upload standard message libraries like "DOT" or "Police" or "Fire" and you can also create, send, and store your own custom messages in the MGC. Being able to change the stored control head messages and customize them makes it just that much more fun.
