Mounting Whelen Liberty on CVPI-drilling hole in roof

I will be mounting a Whelen Liberty on my ‘09 Crown Vic Police Interceptor and need some guidance on the actual drilling of the hole for the lightbar wires. I am planning on redrilling the original hole (it was repaired with a metal patch) and running the wires through there. I understand I will need to drill a 1” hole, but will I need to add a rubber grommet to the hole or just use silicone only to seal it? Any recommendations on a specific type of silicone?
Really appreciate any guidance on this.

Personally I would do both, gasket if wire diameter permits it (space wise) and a black RTV sealant

You definitely want a grommet to prevent the roof steel from cutting the light bar wires. Then add some silicone to seal it all up. There are plugs that you can buy to do this as well, but a grommet and silicone will work just fine.

Our local installer uses duct seal compound. Lasts forever. Think of it as industrial silly putty.

Just wanted to say thank you to all you guys who replied, I installed the Liberty yesterday and used a grommet and black RTV silicone. Worked great and sealed up the hole nicely! The changed out the halogen takedowns and alleys to the LR11 LEDs and wow, they light up the night! Super bright lightbar overall. I changed out the red and blues to all amber and replaced the power and function wire since they were cut too short when it was removed prior to my receiving it. Looks great on the ‘ol crown Vic too!

Here are a couple pics of the finished product. Great lightbar!
