Yes, it is completely unrestoreable and useless except for some parts that can be salvageable.
$25 can be acceptable if not the domestic shipping is to high.
The motor and gear box can be wort the cost and there are a few other parts that seems to be useable.
If someone has a Sireno light that needs to be restored and you need the useable parts the cost can be acceptable.
Otherwise not.
