Hello, I'd point you in the direction of Miller Norton, he's on facebook. He specializes in repairing the PA series.

There are three different circuits and they all sound different:

PA20: wail, yelp, and alert tones
Early PA20A (series 2B, 2C, 2D): wail, yelp, and hi-lo tones
PA20A series 2E (c. 1970s): wail, yelp, and hi lo tones
