Saw this on EBay... knock off?

I saw this set on eBay. I’m sure it’s a knock off for 30 bucks but how are they getting away with using federal signal logos? Probably same ones that sell the viper clone that I have.
And why does eBay let these guys sell red and blue lights as much as they want, but still give Americans trouble over it when we try to sell the real thing?
