SoundOFF Signal HLF

I have a SoundOFF Signal (SOETHFSS-SP-ISO) and it is wired into my 05 Dodge Ram. When I have high beams on and then turn on HLF the HLF is supposed to automatically stay off until the low beams are activated but every time I turn on high beam and then HLF the headlights GO BLANK/OFF and the headlights blink and on my dash it says I have a light out.

YOU DON'T NEED A HEADLIGHT FLASHER!!!! YOU'RE NOT A COP! ITS ILLEGAL! Can i say it any clearer, i hope that gets through your thick head.
