Soundoff Signal ILB ENFWBRF Won't Work

I have two of these rear deck ILB's for the Caprice PPV's. They both have three wires coming out of them, red (12V), black (GRND), and white (Pattern Change). The problem is that when I hook them up, nothing happens. Does anyone know what I'm missing and\or have a manual for them? They were taken from retired cars and worked when removed. I don't know what I'm doing wrong.

If I'm not mistaken, they require a breakout box.

I would agree except I don't see where the CAT5 cable (or other breakout box) would connect.

This PDF indicates that your white wire goes to the green wire on the break out box. There is no CAT5 for this.
