Ebay find. NOS Sparton LC-1
Series 100 flashing light.

Came with a slip of paper that stated the product needed to be warmed up for 15 seconds before it would operate properly.

The light isn’t working. I dissasembled it and found a paper/cardboard flasher or capacitor wired in line with the bulb. Any ideas what that item would be?

As you have supposed, the cardboard tube is almost certainly the flasher. Is there enough room between the lenses to replace it with a common thermal turn signal flasher, something like a 552?

It would be a super tight fit if it would.
Worth a try for sure. I’m not aware of any flashers that are smaller than the 552.

Try bypassing the flasher to see if everything else works. If the flasher isn’t working, it might respond to contact cleaning.
