My truck/cargo area is a disaster, what can I consider to help organize my stuff?

Depending on frequency of use and how quick I need to access stuff, I use the following in my van which has a wide open cargo area. 

Quick access stuff like cones, extinguisher, first aid, flashlights, flares etc - 2 cargo trunk organizers that have 3 compartments each and open tops. 

Rain gear, boots, search stuff including backpack and anything needed for ground search is kept in an older wheeled suitcase just a little bigger than airline carry on size. This lets me grab my stuff and transfer it to another vehicle if we are taking command vehicles or not taking POV's to scene. 

Rubbermaid Action Packer - most other loose items and redundant things like Winter Vehicle Kit, sleeping bag, 12 volt compressor, tools,  change of clothes etc. 

Shovels / winter tools are tied together with a bungee cord. (Probably don't need those now that we are in Phoenix....)
