Two plates? One NY, another Ontario?

I saw a bus today with two rear plates, one New York and one Ontario side by side. The bus was even designed for it with two physical impressions in the molding and separate plate lights. I have never seen this before, what is this all about?

This bus has two home ports, in other words the company operates both in the U.S. and Canada and is licensed as such. I see semi trucks licensed like this as well.

Used to be that you would see Trucks with half-dozen or more plates, that's not as common now as the States have worked out a better system for extracting road taxes using a pro-rated permit system.

same applies to school buses here in oregon , you can run a School buss plate , but only while transporting students for a school function. when the private buss companies get contract jobs, IE shuttle buses for the large swap meets or concert events , they either have to use a dual plated buss, or purchase a trip permit from state DMV.

It's not just bus or trucking companies. There is an ambulance service in my state of Massachusetts that sits on the border of Rhode Island. They have bases and contracts in both states and all of their rigs are dual registered in MA and RI. Two plates, two licenses.

(All the crew members have dual MA and NREMT certifications as well.)

Realistically the company could just keep trucks/crews in just one state, but by doing it this way, it gives them the option to shuttle resources around on the fly to cover different areas.
