I think the part with vents is supposed to be on the front ahead of the rotor, but it's mounted backwards, it tapers the wrong way. Typically the red light would be a larger diameter than the rotor, but they've used a couple of stepdown rings to mount it backwards and attached a different red light to the front. Here's a model VL:
