What to do with non-functional legacies

Well, I picked up three whelen legacies. Go to fire them up, nothing. The agency that had them before removed the I/O boards. There are none available on ebay and new costs waaaayyy too much to make a decent profit. And liberty I/O will not work, I tried. Two are all blue, one is blue-white duo. So disappointing that these bars are 3-4 years old and they'll be spare parts. So here's the question, do I part them out? Do I sell them as is? Do I Frankenstein a different flasher? Do I pull the LEDs and make a hybrid legacy interior lightbar? I am not attached to these things, although I would like to make some money.....what should I do?????
