Maybe the mic is bad. Most of the sirens I've seen in FD trucks, ambos, etc have bad mics. They don't get used around here anyways.

Pa volume is either turned down or the MIC is bad.

Bad mic is common due to them being thrown & depending on where it is mounted they get stepped on. The mic is also usually a magnet for every liquid ever spilled in that vehicle.
