Thank you that is very helpful. The speeds of the motors whether 6, 12 or 24 should be the same for each light. So on the 184 that 12v motor should be 2100 also. Which is about right...
It looks to be 1980s vintage. Those sirens look and sound similar to the Southern VP SA400s that were made during the early 1980s. The SA400s were made by Carson.
According to the 1973 parts price list, a 6-volt motor was available! However, no speed is listed for this or any motor in that document:

Looks like a rebranded 17, early model. January 1958 if the s/n is correct. It has the slightly smaller dome that was original to the early 17s. The label may have been a WS Darley.

Use Loctite Plastics Bonding System. It’s a two step system that holds like super glue but won’t haze the plastic. I’ve tested on an old 14 dome with excellent results.
