The license plate indicates the vehicle is no longer in US military service. Guard tactical equipment is Federal property, so marked like other military vehicles with unit designation on one bumper and the vehicle number on the other, and no license plates. The WD80B0 is a unit identification code (UIC), which I googled to find out the vehicle was from B Company, 210th Brigade Support Battalion. The 210th is headquartered at Fort Drum. My guess is the UIC was stenciled on it for shipment back from training at Fort Polk LA, the location of FOB Forge. Maybe when the vehicle reached Fort Drum, it was deemed excess or, more likely, obsolete because it's not uparmored. NY state might have got it through military donations or Defense Reutilization Management Office (DRMO) sales. The vehicle could be in service with the NY State Guard, an all-volunteer (unpaid) state-only force (not part of the Army or Air National Guard).New York State ??
