Looks like the kid pulled it down. Basically he drives a white police interceptor covered front to back with amber led lights with clear lenses, and 5 Connecticut state troopers stopped him, found out he didnt have a permit, cited him for improper use of warning lights, and made him tow his car home. He was complaining that his lights weren't on thus weren't "in use" blah blah blah...
