That is a pathetic video from a "professional" news organization, especially a TV station. I'm glad the Troopers are ok and the goofball perp is locked up, though.

This is the footage news agencies shoot and then later edit into the story (showing short clips of the damage, while talking or interviewing someone as an example). WNEM usually posts all their "raw" videos, I don't know why they didn't include the actual segment on this link, it could had just been an error.
