2008 Ford Expedition Question

My father has a 2008 Ford Expedition for his lexington(take home) supervisor's car(police department in pennslyvania). It is the standard basic model, and has no fog light. However, he would like to add fog lights to the truck. Is the wiring harness already there for the lights, or would they need to be wired in to the head lights?
