Those are Intav beacons. Intav is an Italian company that makes some pretty impressive lighting products.

The beacon you pointed out here is an LED rotator.

I wonder if the bar came up and had to make some electrical points contact to illuminate the lights. (If so, it wasn't very rugged.)
