Can anyone distinguish what this console is?

I think my 86 OSP Caprice had this type of console, equipment rack, what ever it's called.


I don't know where I cold find one or who made them? My dad took some pics of an unmarked 89 OSP Caprice similar to mine years ago, but most of the pics came out blurry


Any help is appreciated

Looks "home brew" to me. Many departments over the years have had city garages, etc. fabricate items like this. My home town P.D. Had some very cool hump-mount consoles that looked very well made. A guy at the city service garage made them by hand.
