Did Whelen make a slide in piercer ll or were they all bolt up.. ok I found the mounts

So my next question... is there a way to remove the strobe housing to clean inside the lenses .. I have already had the silverback off .. but it looks like they are sealed

All the ones I have used/installed have been bolt on.

Yes it is possible to get to the inside of the lenses all you need to do is unscrew/bolt the power supply then the 2 strobe heads themselves and all you should be left with is the lenses and the frame.
