Dim liberty LEDs

I took a few mini liberties in on trade. When I fired them up I noticed they were pretty dim. I disectied them and found the LEDs in the condition noted in the photo. I bypassed the flasher thinking it was a voltage issue but same level of light came through. Going to assume the leds are shot? Am I right? Tried wiping them off and got little to no result. I must assume they ran for a long period of time and got hot. Anybody know any remedies?

I thought about that but 8 lin12s = 96 leds at a cost of $2-3 each minimum. That's almost $200, more than what they are worth.
