Wasn't blue almost entirely reserved for snowplows and road work vehicles in Canada?
Blue was reserved for snow removal equipment.  As more police departments turned to using red and blue lights, blue was eventually phased out.  I think Ontario was the last province to use blue lights on snow plows.

Was blue used for snow removal throughout  most Canada up to year 2000-ish? In Quebec, snow and DOT always used amber only. Blue was -and still is- solely for police use, hence the rarity of blue lenses in Quebec. Amber Dominion is easy to find, red not so much, and blue almost never.

Not was, is.  Blue still in use on snow removal vehicles.
I wasn't sure.  I know that Ontario now allows blue on police vehicles.

Where I live, they stopped using blue on snow removal equipment in 1987.
