Help with Disassembly

Hi all,

I'm trying to restore my first Sireno 12v siren and can't for the life of me get the fan or 'chopper' off the axle. There is a little allen screw, 2mm, which I've been using penetrant, heat and force to try and remove. I've now rounded it out larger than the 2mm and need to see what options are out there for me.

One curious thing is this mark that's two blades over; could it be a pin someone has put in? Or perhaps it's just some excess material that looks like another screw/pin?

I'm thinking I might have to drill one or both of these out, but don't want to make more of a mess of things. Any suggestions? Thanks!
