Court: Suspect In Cop Killing Illegal Immigrant - Houston News Story - KPRC Houston
HOUSTON -- A man accused of hitting and killing a Houston police officer while driving drunk is an illegal immigrant, prosecutors said Monday.
Johoan Rodriguez, 26, was charged with intoxication manslaughter of a peace officer, evading arrest in a motor vehicle and possession of a controlled substance.
Houston police Officer Kevin Scott Will, 38, was investigating a wreck on the North Loop East near the 5600 block of Yale Street about 3:45 a.m. Sunday.
Detectives said Rodriguez drove through a police barricade that blocked the freeway. Officers chased Rodriguez, but he crashed into Will before he could be stopped, police said. Investigators said Rodriguez had a .238 blood alcohol level, which is three times over the legal limit.
Will died from his injuries. He left behind a wife who is seven months pregnant and two step-children, 7 and 10 years old.
"One good thing about it -- part of him is still going to be at home. Part of him is still going to be with his wife," said Harold Will, the victim's father.
Kevin Will's son is due in August.
"He was a natural -- a natural father and a natural police officer," said Donna Will, the victim's mother. "(He was) a person that loved his family, loved the Lord and loved life."
"Officer Will was a very, very respected officer -- young, energetic. His co-workers cared about him. (He) got along with everybody," HPD Chief Charles McClelland said.
Kevin Will had been with the Houston Police Department since September 2009. He joined the department after a career in banking.
Will pushed another man out of the way when he saw the car careening toward him.
"Officer Will sacrificed his own life to save the life of a citizen," said Gary Blankinship, president of the Houston Police Officers Union.
"It happened so quickly. He saw it and knew what was going to happen and he just pushed the other person aside and he took the hit," Harold Will said.
"He always put others first before himself at his own expense," Donna Will said.
Rodriguez was taken into custody and then transported to Ben Taub Hospital with minor injuries. Court records listed Rodriguez as an illegal immigrant from Honduras. He also had cocaine in his possession, investigators said.
He is being held without bond.
