I was just messing around with a Unitrol Touchmaster Delta to answer another question, and I found a super-easy and and reversible conversion to airhorn/PA only mode.
Just remove the cover and unplug the connector with black, white, and blue wires, located directly behind the OR/SWEEP switch. Voila, a 200W-capable airhorn, PA, radio amp, and switchbox unit, for well under $100 if you shop used.
Depending on local law and enforcement, you might also want to remove the siren knob or the entire switch and black out the SIREN and WAIL/MANUAL/YELP markings.
