Well, they are not the brightest bulbs in the lightbar, to paraphrase an old saying. They get away with it once, get bolder, and then it's just a matter of probability catching up with them.

Probably because cops drive like shit when they're off duty (and on), speeding, abrupt lane changes, not signalling, etc.  Guy probably figured he just had some yokel late for work....

Happens all the time here actually on a daily basis but the bad guys have machine guns and will kill you and the police if you try to stop them.
